The Installation Readiness Center at Fort Lee, Virginia, has awarded a $165 million firm-fixed-price contract for construction services to four companies: New Dominion Construction, Howard W. Pence, Fiber Business Solutions Group, and Emmaty. The contract, awarded under a Multiple Award Indefinite Delivery-Indefinite Quantity (MA IDIQ) vehicle, will be performed primarily at Fort Gregg-Adams (formerly Fort Lee), Virginia, and is set aside for Historically Underutilized Business Zone (HUBZone) contractors. The period of performance is five years with an option for a six-month extension.

Work to be Completed Under Fort Lee Construction MA IDIQ Contract

According to the solicitation documents, the Fort Gregg-Adams Construction MA IDIQ contract covers a broad range of real property repair and minor construction services in support of the U.S. Army’s operational needs. The contract aims to ensure that facilities at Fort Gregg-Adams are maintained and improved to meet military standards for effective operations.

The scope of work includes construction and repair projects involving:

  • Administrative facilities
  • Maintenance shops
  • Child development centers
  • Physical fitness centers
  • Food service facilities
  • Airfield structures (rigid and flexible paving)
  • Roads and athletic fields
  • Bridges
  • Underground and overhead utilities
  • Gates, warehouses, and auditoriums

Additional tasks may include incidental services such as testing, studies, surveys, and abatement for lead-based paint (LBP) or asbestos-containing materials (ACM). Contractors are required to use IMCOM enterprise cost estimating software to develop a Unit Price Book (UPB) and must provide as-built drawings that conform to current CAD standards.

The work will encompass multiple trades, including:

  • Asbestos and lead-based paint testing and abatement
  • Asphalt paving, HVAC systems, bridge and dam repair
  • Carpentry, painting, concrete and masonry work
  • Demolition, plumbing, roofing, drywall installation
  • Electrical work, steam fitting, electronic safety/security systems
  • Storm water collection systems, excavation, thermal/moisture protection
  • Utility distribution systems (gas, water), fire suppression systems, welding
  • Flooring, site grading, drainage systems, exterior irrigation systems, retaining walls

The ordering process for task orders under this MA IDIQ will follow procedures outlined in the attached Ordering Guide document. Orders will be issued on a firm-fixed-price basis by installation contracting officers at Fort Gregg-Adams.

Awardee Details and Background

The four awardees bring diverse experience in federal construction projects:

  • New Dominion Construction (Dumfries, VA): New Dominion Construction has previously been awarded contracts such as the $8.7 million Altus MACC (details here) and the $8 million MAHG211009 dormitory HVAC replacement (details here). Their portfolio includes gym repairs (Victory Fitness Center project) and various facility upgrades across military installations.
  • Howard W. Pence (Elizabethtown, KY): Howard W. Pence has handled large-scale renovations such as the $14 million child development center at Fort Campbell (details here) and construction of administrative facilities at Maxwell AFB (details here). They have also completed infrastructure projects including bridge construction (details here) and perimeter fencing repairs.
  • Fiber Business Solutions Group (Norristown, PA): Fiber Business Solutions Group brings expertise in both building restoration—such as the $23 million Indiana Dunes National Lakeshore project (details here)—and technology infrastructure installations like fiber optic networks at Letterkenny Army Depot (details here). They have also managed security system installations for federal agencies.
  • Emmaty (Milford, MA): Emmaty specializes in roofing replacements and facility upgrades for government buildings. Notable contracts include demolition of roofing at the U.S. Army Natick Soldier Systems Center (details here) and building envelope repairs at various federal sites.

The selection of these four HUBZone businesses follows an online competitive solicitation process that received five bids. Each contractor will compete for individual task orders under the MA IDIQ contract structure through March 2031.

This award supports ongoing efforts to maintain and modernize critical infrastructure at Fort Gregg-Adams in line with Department of Defense standards while promoting small business participation through HUBZone set-asides.

 

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov once disclosed by the government in approximately 90 days under W5168W26DA010, W5168W26DA011, W5168W26DA012, W5168W26DA013 after the contract is formally disclosed by the government.
