Services performed in accordance with the statement of work (SOW). Includes engineering services supporting the development, maintenance, interoperability, and operations of Data Link Test Tools (DLTT), Gateway Systems (GS), and mini rack systems for the Naval Information Warfare Center (NIWC) pacific. Tasks involve acquisition, software engineering, integration, and support for Link Monitoring And Management Tool (LMMT), Tactical Data Link (TDL) planning, analysis, and monitoring, as well as system support for Missile Defense Agency (MDA), United States Air Force (USAF), US Army, Naval Surface Warfare Center (NSWC), and other multi-command environments. Additional efforts include simulation system software engineering, test and integration support for Tactical Communications Environment Segment (TCES), and development for unmanned maritime systems communications manager.

COLSA Corp., Huntsville, Alabama, is awarded a $33,961,328 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract to provide engineering services supporting development, maintenance, interoperability and operations of the data link tactical tool, gateway systems, and mini-rack systems. This three-year contract includes two one-year options which, if exercised, would bring the potential value of this contract to an estimated $55,160,719. Work will be performed at government facilities in San Diego, California (90%); and at the contractor’s facilities in Huntsville, Alabama (10%). The period of performance is from May 30, 2021, through May 29, 2024. If the options are exercised the period of performance would extend through May 29, 2026. Fiscal 2021 funds will be obligated using research, development, test and evaluation (Navy) funds. Funds in the amount of $10,000 will be obligated at the time of award and will not expire at the end of the current fiscal year.
