Description

The Government requires advanced software engineering, systems integration, and R&D services to develop, mature, and transition Command and Control (C2) software prototypes into operational Naval and Joint Programs of Record (PoR). This is a severable, follow-on effort to elevate the Technology Readiness Level (TRL) of newly & previously developed applications. Please see the Statement of Work and additional attachments for more information.

Background
The Government, specifically the Command and Control Program Office (PMW 150) and the Naval Information Warfare Center Pacific (NIWC PAC), seeks advanced software engineering, systems integration, and R&D services to develop, mature, and transition Command and Control (C2) software prototypes into operational Naval and Joint Programs of Record (PoR).

This effort aims to elevate the Technology Readiness Level (TRL) of both newly developed and previously established applications. The work is a follow-on effort that builds upon prior research funded by various sponsors including the Office of the Secretary of War, NAVWAR, PEO C4I, Office of Naval Research, and NIPO. The goal is to modernize Naval Command and Control for Integrated Joint/Coalition Fires, making it deployable across various military platforms.

Work Details
The contractor will perform tasks including:
- Development, implementation, and testing of software code for multiple tools such as the Rapid Asset Pairing Tool (RAPT), Warfighting Capability Tool (WarCaT), True Numbers data environment, Battlespace Integrated Graphics Styler (BIGS), Natural-language Ontologies for battlespace Visualizations and Analytics (NOVA), Altering Current-state to an Effective Desired-state (ACED), Advanced Correlator-Navy (ACOR-N), and Large Language Models (LLM) to support operational requirements.
- Integration of Machine Learning/Artificial Intelligence approaches to enhance decision-making effectiveness for warfighters.
- Providing prototype validation, research and development, software development, implementation, testing, verification for advanced C2 technologies.
- Utilizing microservices architecture, containers, service mesh technology, Kubernetes in the development process.
- Capturing user stories and workflows while applying cybersecurity best practices throughout the development lifecycle.

The contract will be performed at locations relevant to Navy operations which may include afloat sites such as Carrier Strike Groups or ashore sites like Tactical Fleet Command Centers.

Bidder Requirements
*This requirement is exclusively for SEAPORT CONTRACT HOLDERS. Bidders must include their Seaport Contract Number in correspondence with the Government. Additionally, contractor personnel performing cybersecurity functions must meet all cybersecurity training, certification, and tracking requirements as cited in DoD 8570.01-M prior to accessing DoD information systems.
