Responding vendors are required to propose catalog discounts applicable to all CSP catalog services, including in-scope marketplace solutions, based on estimated service build-up derived from historical usage and anticipated future needs.

Period of Performance
The contract will be executed over multiple ordering periods, with estimates provided for base and optional periods reflecting anticipated program needs.

Place of Performance
DHS DC UNITED STATES

Bidder Requirements
Bidders must provide responses within specified cells for proposed catalog discounts and should not adjust any aspects of the provided templates or tabs in the solicitation documents.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract activity under the DHS Cumulus department-wide cloud IDIQ, including awards 70RTAC26D00000004 and 70RTAC26D00000005. The prior awards list Amazon Web Services and Oracle America as awardees (both with $0 value shown) for periods spanning June–November 2026 and August 2026–August 2027, respectively, and each prior award description states it is intended to support DHS department-wide Cumulus requirements. Given the identical “Cumulus” scope language and the same department-wide cloud services concept, these prior efforts appear to be direct continuations of the same ordering vehicle rather than unrelated work.
