Summary
This Amendment to a FAR Part 12 combined synopsis/solicitation, issued by the U.S. Department of Homeland Security (DHS) Office of the Chief Information Officer and Office of Procurement Operations, addresses the Department-Wide Cloud “Cumulus” requirement for a multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract providing cloud services and related support.
Solicitation 70RTAC26R00000004 was issued August 18, 2026, is unrestricted under NAICS 518210 with a $40 million size standard, and requires offers by September 14, 2026, at 4:00 p.m. Eastern Time. The procurement uses the commercial-services format under FAR Part 12 and will establish a base 12-month ordering period plus four successive 12-month option periods.
Task orders may continue for up to 12 months after IDIQ expiration or termination if issued before expiration.
The contract line items cover:
- Anything-as-a-Service (XaaS) cloud services under SOW Sections 5.2 and 5.3
- Marketplace Services under Section 5.2.7
- Enterprise Support under Section 5.4.1
- Enterprise Training under Section 5.4.2
- Cloud Service Provider-specific professional services under Section 5.4.4
These five service categories are included for the base period and repeated as option line items for Optional Ordering Periods One through Four, with Product/Service Code DH10 for IT and telecommunications platform-as-a-service capabilities involving databases, mainframes, and middleware. The solicitation references a Price Discount Model, Statement of Work, Past Performance Form, and Past Performance Questionnaire, and anticipates department-wide mission and location coverage based on individual task-order requirements.
The amendment also establishes important commercial-term restrictions for cloud service providers:
- Additional CSP terms must be included within the resulting IDIQ and may not be executed as separate agreements.
- Terms conflicting with federal law, regulation, policy, or the Government’s role as contracting party will not be accepted.
- CSPs may not unilaterally change contract terms, pricing, access, usage rights, or service levels.
- Service retirements or modifications must be replaced with materially similar or functionally equivalent offerings.
- Proposed changes require at least 60 calendar days’ notice and may not increase DHS’s cost above the replaced service’s prior price.
Offers must include the solicitation number, offeror contact information, UEI, required representations and certifications, and agreement with the solicitation and amendments. Prices must generally remain valid for 60 calendar days.
DHS expects to award without discussions using each offeror’s best initial proposal, while retaining the right to conduct discussions, reject offers, or waive minor irregularities. Evaluation factors are technical capability, relevant past performance, and price, in descending order of importance, with technical capability and past performance combined being more important than price.
