WHAT-COMM 911 Emergency Communications Center EF-183

Work Requested:
The City of Bellingham is seeking sealed proposals for the construction of the WHAT-COMM 911 Emergency Communications Center EF-183 project. The work includes:

• Construction of a new 8,000 gross square foot Public Service Answering Point (PSAP) facility
• Site redevelopment and phased construction at 2425 Iron Street, Bellingham, WA 98229
• Maintaining continuous 24/7 operation of the existing call center during construction until the new facility is fully operational
• Demolition of the existing call center building after the transition to the new facility is complete

This solicitation is issued by the City of Bellingham, located at 210 Lottie Street, Bellingham, Washington, 98225.

Background:
The project involves replacing the current emergency communications center with a new, modern PSAP facility on the same site. The transition must ensure uninterrupted emergency communications services throughout the construction period.

Contract Requirements:
All proposals must be submitted on the Bid Proposal form provided by the City of Bellingham. Each proposal must be accompanied by a certified check, cashier's check, cash, money order, or bid bond payable to the Finance Director, in an amount equal to or exceeding five percent (5%) of the total bid. No other form of bid security will be accepted.

A one hundred percent (100%) payment and performance contract bond is required. For projects valued at thirty-five thousand dollars ($35,000) or less, contractors may opt for a fifty percent (50%) retainage to be held until release, instead of providing a contract bond.

Sealed proposals must be delivered to the City of Bellingham Purchasing Office, 210 Lottie Street, Bellingham, Washington, 98225, by January 13, 2026, at 11:00 a.m. Proposals received after this deadline will not be considered. Proposals will be publicly opened and read following the submission deadline.
