Background
The City of Harrisonburg, Virginia is issuing this Request for Proposal (RFP) to address a critical staffing shortage at the Harrisonburg-Rockingham Emergency Communications Center (HRECC).
The goal of the contract is to provide certified emergency communications personnel capable of efficiently handling emergency calls and coordinating response efforts.
This contract will replace the existing agreement with GetResQ911, providing a long-term solution for staffing needs on an as-needed basis.
Work Details
The contractor will be responsible for providing temporary emergency communications staffing services, including:
- Employing all temporary personnel and managing payroll, taxes, worker’s compensation, and insurance.
- Ensuring that personnel are certified in Emergency, Fire, Police, and EMS Dispatch through the International Academies of Emergency Dispatch (IAED).
- Conducting background checks for access to Criminal Justice Information Systems (CJIS).
- Providing personnel with experience in Microsoft Office Suite and knowledge of Tyler CAD software, L3 Harris Symphony Radio Consoles, Vesta Call Handling Equipment, Rapid SOS software or equivalents.
- Coordinating logistics such as timely arrival and departure of personnel to/from the worksite.
- Maintaining communication with the City regarding job performance and addressing any challenges.
The City reserves the right to reject any personnel deemed unacceptable.
Period of Performance
The contract is anticipated to start on March 1, 2026, with an immediate need for six (6) personnel for a period of six months.
The City has options to extend this period in additional six-month increments as needed.
Place of Performance
Services will be performed at the Harrisonburg-Rockingham Emergency Communications Center located at 101 N. Main St., 5th Floor, Harrisonburg, VA 22801.
Bidder Requirements
Offerors must demonstrate financial stability and have been in business providing similar services for at least two years.
They must provide three comparable references for current work being performed.
Additionally, Offerors must ensure that their personnel can effectively communicate in English and possess required knowledge and skills related to emergency communications.
