Background
The City of Richmond, Virginia, through its Department of Public Utilities (DPU), is seeking proposals for a new computerized maintenance management system (CMMS) to replace the current system, Mainsaver, which is set to expire. The goal of this contract is to enhance operational efficiency, asset management, work order tracking, and regulatory compliance across multiple facilities including a water treatment plant and a wastewater treatment plant.
Work Details
The Contractor will provide the following services:
- Software installation and configuration
- Ongoing maintenance and support
- Training for City staff
- Project management
- Data conversion and migration from the existing Mainsaver system
- System testing and user acceptance testing
- Implementation of new business practices
- Release management
- Post-go-live support.
The CMMS must be a cloud-based SaaS solution that meets specific functional requirements including asset management, service order tracking, mobile capabilities, reporting utilities, and compliance with ADA regulations. The Contractor must also ensure that all data remains the property of the City.
Period of Performance
The overall implementation period shall not exceed eighteen (18) months from the Contract Commencement Date.
Place of Performance
The CMMS replacement will occur at the City's Water Treatment Plant located at 3950 Douglasdale Road, Richmond, VA 23221 and the Wastewater Treatment Plant located at 1400 Brander Street, Richmond, VA 23224.
Bidder Requirements
Offerors must comply with MBE/ESB participation goals set by the City of Richmond. The proposal must include signed forms such as the Signature Sheet and Minority Business Development Forms. Offerors are required to demonstrate experience with similar projects for governmental entities.
