IFB #43-26-SKL I.C. Norcom Athletic Fields

Background
The City of Portsmouth is issuing this Invitation for Bids (IFB) for the I.C. Norcom Athletic Field Improvements project. The goal of this contract is to enhance the athletic complex at I.C. Norcom High School, which aligns with the city's mission to provide quality public facilities and promote community engagement through sports and recreation.

Work Details
The work under this project includes significant improvements to the I.C. Norcom High School athletic complex, specifically:

- Construction of an artificial turf field
- An asphalt track
- Baseball and softball fields equipped with irrigation systems
- Field event runways
- Concrete sidewalks
- Press box/concession buildings
- A main entry gateway building
- A fieldhouse building
- Concrete pads for food trucks and bleachers
- Associated stormwater pipes, structures, and Best Management Practices (BMPs).

Period of Performance
The initial period of the contract is 360 days from the date of award.

Place of Performance
The project will be performed at 1801 London Blvd, Portsmouth, Virginia 23704.

Bidder Requirements
Bidders must be licensed contractors in Virginia and are required to submit a completed W-9 form with their bid response. Additionally, bidders must comply with the City of Portsmouth's M/WBE goals for this contract, which is set at 10% participation. Bidders are encouraged to utilize certified M/WBE firms in their proposals and must document good faith efforts if they do not meet this goal.
