DMV - Customer Service Center Norfolk, Military Circle Sewer Lateral Repair Project

Background
The Commonwealth of Virginia, through the Department of Motor Vehicles (DMV), is issuing an Invitation for Bid (IFB) for the construction of the Military Circle Customer Service Center Norfolk Sewer Lateral Repair Project.

The project aims to address significant defects in the sewer lateral system that have led to recurring maintenance issues. The work will specifically involve the repair and replacement of sanitation lines from the DMV facility to the main sewer line.

Work Details
The scope of work includes:
1. Repair and replacement of significant defects in the sewer lateral system.
2. Replacement of sanitation lines from the DMV facility at 5745 Poplar Hall Drive, Norfolk, VA 23502 to the main sewer line.

The project will be executed in accordance with plans and specifications dated February 4, 2026, and any applicable addenda.

Period of Performance
The contract term shall begin upon notice to proceed and is expected to be completed within ten (10) consecutive calendar days for substantial completion, followed by final completion within thirty (30) consecutive calendar days after substantial completion.

Place of Performance
The work will be performed at DMV Customer Service Center, located at 5745 Poplar Hall Drive, Norfolk, VA 23502.

Bidder Requirements
Bidders must be registered vendors in eVA and comply with Virginia contractor licensing requirements.

A Class A Contractor license is required for contracts exceeding $120,000 or if total construction value exceeds $750,000 within a twelve-month period. A Class B Contractor license is required for contracts between $10,000 and $120,000 or if total construction value exceeds $150,000 but is less than $750,000 within a twelve-month period.

Bidders must also submit a Small Business Procurement Plan indicating participation percentages.
