Background
Stafford County, located in northeastern Virginia, is seeking proposals for a Computerized Maintenance Management System (CMMS) to support its Department of Utilities. The mission of the Utilities department is to provide safe, efficient, and reliable water and wastewater services to meet the needs of its customers. The County aims to modernize its asset management processes and improve operational efficiency through the implementation of a new CMMS that aligns with its strategic objectives.

Work Details
The selected contractor will provide software and implementation services for a CMMS that includes:
- A cloud-based Software as a Service (SaaS) solution capable of managing the full lifecycle of water and wastewater assets.
- An integrated mobile application for work execution on both vertical and horizontal assets.
- Support for multiple parts warehouses and integration with future ERP systems.
- Comprehensive training and documentation for approximately 175 initial users, expandable to 500 users.
- Ongoing technical support, system maintenance, and software upgrades post-implementation.
- Integration capabilities with existing GIS systems and construction management systems.
- Robust reporting functionality and data analytics tools.

Period of Performance
The initial contract period is five years, with options for three successive three-year renewals, allowing for a total potential contract length of 14 years.

Place of Performance
The contract will be performed in Stafford County, Virginia.

Bidder Requirements
Offerors must demonstrate a successful track record in providing similar services, long-term support capabilities, and relevant experience in implementing CMMS solutions. Additionally, compliance with Virginia State Corporation Commission registration requirements is necessary.
