UDOT Brigham City MS4 Project Upgrade

Background
The Utah Department of Transportation (UDOT) is issuing this Invitation for Bid (IFB) for the Brigham City MS4 Project Upgrade, aimed at enhancing the maintenance site. The contract will be awarded to the lowest responsive and responsible bidder, focusing on construction services related to various site improvements. UDOT's mission includes maintaining and improving transportation infrastructure in Utah, and this project aligns with that goal by upgrading essential facilities.

Work Details
The contractor will be responsible for the following tasks:

1. Demolition of existing structures including an evaporative pond, wash rack, sander storage rack, and asphalt pavement.

2. Construction of new features such as asphalt paving, a new wash rack, material storage bin, sander storage rack, brine-mixing vault, and brine tank pad.

3. Earthwork activities including pond excavation, site re-grading, placement of base material, and subgrade preparation.

4. Utility work involving new stormwater inlets, catch basins, storm drain piping; water supply piping and yard hydrants; above-grade wash rack piping; sanitary sewer piping; manholes; and other structures as detailed in the contract documents.

Period of Performance
The project must be completed by June 15th, 2026.

Place of Performance
The work will take place at the UDOT maintenance facility located at 1325 East Highway 90, Brigham City, Utah 84032.

Bidder Requirements
Bidders must demonstrate previous experience with MS4 projects without excessive delays or warranty issues. A performance and payment bond is required upon contract award. Bidders must also attend a mandatory virtual pre-bid meeting scheduled for March 31st, 2026.
