Background
The Texas Department of Insurance (TDI) is responsible for regulating the state's insurance industry, overseeing the administration of the Texas workers' compensation system, and providing administrative support to the Office of Injured Employee Counsel. TDI's mission includes ensuring consumer protection and market viability.

This Request for Offers (RFO No. 454-25-0101-31688-EM) aims to solicit proposals for network adequacy software services that will assist TDI in reviewing health plan networks to ensure compliance with network adequacy standards as required by Texas law.

Work Details
The contractor will provide a software solution that allows TDI to upload provider lists for analysis against network adequacy time and distance standards. The solution must include:

1. Data analytics capabilities to generate reports on network adequacy compliance within three business days of data upload.
2. A dashboard or report portal that aggregates compliance analysis results and allows for configurable reporting.
3. The ability to measure access and choice standards based on Texas laws, including maintaining flexibility to adapt to changes in standards.
4. Training materials and sessions for TDI staff on system functionality, report management, and machine learning features.
5. Maintenance and support services including corrective, adaptive, preventive maintenance, and technical support during business hours.

Period of Performance
The initial contract term is from contract execution until August 31, 2026, with options for three one-year renewals or one three-year term.

Place of Performance
Services will be performed at the Texas Department of Insurance offices located in Austin, TX.
