Operational Management of The Southern Skates Roller Rink

Background
The Park & Recreation Department of the City of Dallas is seeking proposals from qualified and experienced proposers to provide the management and operation of Southern Skates Roller Rink for a period of five years with one five-year renewal option.

The goal is to operate, manage, and maintain Southern Skates as a first-class event and recreational facility for skating activities and ancillary special events, ensuring high standards in visual appeal, operational efficiency, customer service, and community engagement.

Work Details
The awarded proposer will be responsible for daily operational management including staffing, scheduling, skate rental operations, technical support for events, HVAC operation, maintenance and repair of skating surfaces, cleaning services, access control, food service, and overall maintenance of the facility.

Specific responsibilities include:
1) Providing admissions services;
2) Offering skate rentals and related sales;
3) Managing special event bookings;
4) Operating food and beverage concessions;
5) Scheduling and promoting facility use;
6) Maintaining all building systems including sound and lighting;
7) Performing housekeeping tasks;
8) Ensuring compliance with all applicable laws and regulations;
9) Developing operating policies and procedures subject to City approval;
10) Submitting annual operating budgets detailing income sources and expenditures.

Period of Performance
The contract will be for a term of five years (60 months), with an option for one additional five-year renewal.

Place of Performance
Southern Skates Roller Rink located at 2939 East Ledbetter Avenue in South Dallas.

Bidder Requirements
Proposers must demonstrate qualifications through a detailed proposal that includes evidence of experience managing similar facilities, financial statements certified by a CPA from the past three years, a proposed organizational structure with job descriptions for key personnel, compliance with equal employment opportunity regulations, insurance requirements as specified by the City, and adherence to all local laws regarding permits and licenses.
