Background
The City of Irving is seeking proposals from qualified and experienced consultants to assist the Police Department and City staff in the review, evaluation, and negotiation of a contract for a fully integrated Computer Aided Dispatch (CAD), Records Management System (RMS), and Jail Management System (JMS).

Work Details
The selected consultant will provide services including:
1. Contract and Proposal Review: Review vendor proposals, statements of work (SOW), service level agreements (SLAs), pricing schedules, and licensing models; evaluate compliance with RFP requirements/specifications; identify gaps or unfavorable terms; assess implementation timelines and deliverables.
2. Risk and Compliance Analysis: Identify technical, operational, cybersecurity risks; review compliance with applicable standards (e.g., CJIS); evaluate warranty and indemnification provisions.
3. Negotiation Support: Advise on negotiation strategy; participate in meetings; recommend alternative language for key provisions.
4. Best Practices Advisory Services: Benchmark proposed terms against comparable contracts; advise on cost control and vendor performance management.
5. Optional Services: Implementation support, training review, go-live support.
Deliverables include a written contract review memorandum identifying risks, redlined contract documents with proposed revisions, negotiation strategy matrix, and final summary report documenting negotiated outcomes.
Period of Performance
The contract will be performed from the date of award until the completion of all services as specified in the proposal. The anticipated timeline for proposal submission is by March 12, 2026.
Place of Performance
Services will be performed primarily at the City of Irving's facilities or virtually as required.
