Background
The Tennessee Administrative Office of the Courts (TN AOC) intends to release a Request for Proposal (RFP) for comprehensive solutions for a statewide commercial off the shelf (COTS) Court Case Management System (CMS) and eFiling Solution for all State of Tennessee's Trial Courts.
This initiative is a critical element of TN AOC's strategic vision to modernize court technology and enhance data accessibility across the state's judicial system.
Work Details
The solutions must be broadly configurable for statewide/multi-tenant use to meet the needs of courts and clerks’ offices across various jurisdictions in Tennessee.
The scope includes:

Court Case Management System (CMS): A comprehensive software application designed to manage and track all information related to the life cycle of legal cases, integrating functionalities with additional systems to support justice administration. It must include capabilities for document management, financial management, data reporting, local data repository, and integrations with local justice partners and state entities.
2. eFiling Solution: This includes an Electronic Filing Manager (EFM), which accepts electronic documents from filers via EFSPs and direct API integrations, securely distributing these documents to the appropriate CMS for review and acceptance by the Clerk. The EFM also serves copies of documents as requested by the filer. Additionally, an Electronic Filing Service Provider (EFSP) is required to provide eFiling services directly to filers, collecting filing information and transmitting it to the EFM.
Period of Performance
The RFP is expected to be released in July of 2025.

Bidder Requirements
The CMS solution provider must serve as the Prime vendor for this procurement and may partner with an eFiling vendor as a subcontractor. Each CMS vendor may only bid once; however, eFiling providers may pair with multiple CMS vendors.
