Request For Proposals Records Management System (RMS)

Background
The City of Mauldin Police Department (MPD) is seeking qualified bids from vendors capable of planning, building, and delivering a Records Management System (RMS).

The MPD has utilized the Lawtrak RMS for over 15 years, but due to its recent acquisition by another company, it is now seeking a compliant replacement system.

Work Details
The RMS will include the following capabilities: cloud-based architecture, complete incident reporting capabilities, property and evidence management, victim management, analytics, 24-hour support, compliance with SCIBRS, NIBRS, and CJIS standards, and data conversion.

Optional features may include training management, inventory management, personnel management, and communication with third-party vendors. Bidders must provide a quote for up to 80 users and indicate any substitutions for similar products when applicable. Specifications listed are minimum requirements; additional options or add-ons should be noted in the quote.

Period of Performance
The contract period will begin upon award and extend until the successful implementation of the RMS system. Proposals must be valid until April 10, 2026.

Place of Performance
The contract will be performed at the City of Mauldin Police Department located at 5 E. Butler Street P.O. Box 249, Mauldin, SC 29662.

Bidder Requirements
Bidders must provide payment terms and schedules including discounts for early payment/pre-payment. They should also include estimated delivery schedules, training periods, conversion periods, and 'Go Live' estimates. There are no specific set-aside certifications mentioned.
