Oregon Department of Emergency Management is issuing this Request for Quotes for two (2) Tactical Command Vehicles under its authority set forth in ORS 401.551(3)(d).
Background
The Oregon Department of Emergency Management (OEM) is responsible for coordinating and maintaining a statewide emergency services system for emergency and disaster communications. The agency leads collaborative efforts to ensure the capability to respond to emergencies and disasters. Under ORS 401.551, OEM manages the State Preparedness and Incident Response Equipment (SPIRE) grant program, which provides equipment to local governments for emergency preparedness, including vehicles.

Work Details
OEM intends to purchase two (2) Tactical Command Vehicles that must meet specific minimum specifications:

1. Chassis and Vehicle Platform:
- Base Model: Off-road capable 4x4 chassis equivalent to an F-550 Super Duty or comparable model.
- Tires: Heavy-duty, all-terrain tires suitable for on/off road use with load capacity to support a fully equipped vehicle.
- Tow Package: 15,000 lbs towing capacity with trailer brake controller and heavy-duty tow hitch.
- GVWR must support the fully loaded vehicle including modular work area and equipment.
- Stabilization features with hydraulic or manual outriggers for stability on uneven terrain.

2. Modular Work Area:
- Compact workspace constructed from lightweight materials, weatherproof, thermally insulated, with dimensions approximately 12-14 ft in length, 7-10 ft in width, and 5.5 ft in height.

3. Power Systems:
- Onboard 7.5 kW diesel generator connected to the main diesel tank.

4. Environmental Controls:
- Commercial-grade HVAC unit for heating and cooling.

5. Cab Configuration:
- Space for multi-band remote radio heads and organized console installation.

6. Interior Equipment:
- Minimum of 28 rack units for communication equipment with ergonomic workstations.

7. Safety Features:
- Emergency lights compliant with NFPA standards and integrated fire suppression system.

8. Communications Connectivity:
- Integrated hydraulic telescopic antenna mast and LEO satellite system.

Period of Performance
The contract performance period is expected to begin upon award of the contract. Delivery of the vehicles is desired as soon as possible after the award date.

Place of Performance
All vehicles will be delivered to the Oregon Department of Emergency Management at 3930 Fairview Industrial Drive SE, Salem, OR 97302.

Bidder Requirements
Bidders must comply with Oregon tax laws, possess necessary licenses and registrations to do business in Oregon, and provide proof of insurance coverage including workers' compensation, commercial general liability, and automobile liability insurance.
