Background
The Public Employees Retirement System (PERS) of Oregon is seeking to replace its current project management software, Microsoft Project Online, which is being retired due to its legacy architecture. PERS administers public employee benefit trusts and serves approximately 228,000 non-retired members and 156,500 retired members. The goal of this contract is to identify, implement, and adopt a new project and portfolio management (PPM) solution before the retirement date of Project Online on September 30, 2026.
Work Details
The contractor will provide a new PMO software solution that includes:
- Development and management of project schedules with tasks, resource assignments, and predecessors.
- Tracking of multiple sub-project schedules within a master program schedule.
- Enterprise resource pool management and resource capacity planning.
- Time tracking capabilities by task, including effort estimates for work and duration.
- Customizable dashboards compatible with Microsoft Power BI for visual insights into project data.
- Implementation of Single Sign-On (SSO) and role-based permissions.
- Migration of all critical PERS projects and resource data from the current system to the new platform.
- Training for staff on the new system, including master scheduling and time tracking capabilities.
- Post-deployment support for a defined period.
Period of Performance
The contract is expected to commence as early as May 1, 2026, with an initial term of one year and optional annual renewals up to three years.

The services will be performed at the Public Employees Retirement System located at 11410 SW 68th Parkway, Tigard, OR 97223.
Bidder Requirements
Bidders must demonstrate compliance with Oregon's Statewide Information Security Plan and meet security controls equivalent to NIST Special Publication 800-53.
