Background
The City of Cleveland, through its Department of Public Safety, is seeking proposals for comprehensive 911 Call Analysis Services. The aim is to collect and evaluate historical and real-time 911 call data to identify patterns, trends, peak call times, and response metrics. This initiative is funded by a grant with a budget of $100,000 for Year 1 and $100,000 for Year 2, focusing on enhancing dispatch efficiency and public safety outcomes.

Work Details
The contractor will provide the following services:
- Analyze 911/EMS/Police/Fire call data for public safety agencies.
- Categorize calls by type, priority, outcome, and location.
- Identify trends, peak call times, resource utilization, and geographic patterns.
- Utilize Computer-Aided Dispatch (CAD) systems to capture agency-specific call information.
- Distinguish between calls received and transferred, especially regarding mental health inquiries.
- Produce actionable reports and visualizations incorporating demographics and call locations.
- Provide recommendations to improve efficiency and response times while ensuring compliance with data privacy standards.
- Deliver final analysis within the agreed timeline and support follow-up questions or presentations.

Bidder Requirements
Proposers must demonstrate experience in analyzing public safety call data and provide professional references from similar projects. They must also comply with the Cleveland Area Business Code regarding MBE/FBE participation; however, there is no specific subcontractor participation goal for this contract.
