Background
The City of Cincinnati, Ohio, is issuing this Request for Proposals (RFP) for automated billing services for emergency medical transport and supplemental Medicaid billing.
The Cincinnati Fire Department (CFD) provides Emergency Medical Services (EMS) transport to individuals with medical emergencies within the city.
The CFD operates 26 fire stations and has a fleet of 12 Advanced Life Support (ALS) transport vehicles, among other emergency response units.
The goal of this contract is to acquire automated billing services that will streamline the processing and collection of EMS fees and data.
Work Details
The Successful Offeror will provide comprehensive electronic billing systems for EMS, including:
1. Automated billing, processing, and collection of EMS fees and data.
2. Processing claims for the Ambulance Supplemental Payment Program (ASPP).
3. Installation and maintenance of all necessary equipment and communications systems.
4. Ensuring compliance with HIPAA regulations regarding security and privacy.
5. Interaction with local healthcare providers to obtain necessary billing information when data cannot be collected on-site.
6. Production of financial and management reports as required by the City.
7. A seamless transition from the current provider by July 30, 2025, including data conversion.
8. Technical support available 24/7 with a dedicated Technical Support Specialist responsible for hardware and software issues.
Period of Performance
The contract will be effective for three years from the start date, with two optional one-year renewal periods.

Services will be performed within the jurisdiction of the City of Cincinnati, Ohio.
