The purpose of this Request for Proposal (RFP) evaluation is to assist New York State Department of Labor (NYSDOL) as it launches new programs and infrastructure investments designed to improve the services we provide to our customers. In order to ensure that the public and our stakeholders are thoroughly informed of any new initiatives that will positively impact customer service, NYSDOL seeks the expertise of a Strategic Communications firm. The Statement of Work (SOW) found within this solicitation document outlines the deliverables and expectations for the engagement.
The primary objective of this solicitation is to obtain a vendor to provide Strategic Communications Services:
a) To develop and implement a comprehensive strategic communications plan, including messaging and communication channels, that will effectively inform, educate, and engage stakeholders about new system launches.
b) To enhance public awareness and understanding of the services and features of our new systems, emphasizing the improvements in customer service.
c) To create a positive and supportive environment for the successful transition to new systems while minimizing potential disruptions.
d) To conduct focus groups aimed at evaluating the effectiveness of services provided at Career Centers. The selected firm should have substantial experience in organizing and facilitating focus groups within the public service sector, preferably with Career Center services . The vendor will be responsible for developing focus group protocols, recruiting participants, conducting sessions, and analyzing results. The insights gained from these focus groups will be crucial in enhancing the quality and impact of the services offered at our Career Centers by the Department.

Additional tasks include stakeholder analysis, content creation for various channels, media relations, community outreach campaigns, crisis communication planning, training NYSDOL staff on effective communication techniques, defining key performance indicators (KPIs), and producing a comprehensive final report summarizing findings and recommendations.
Period of Performance
The contract term is one year with the possibility of three one-year extensions, not exceeding twelve months each. The anticipated contract start date is April 16, 2025.
Place of Performance
The services will be performed statewide across all New York State counties.
