Description

Background
The New York City Department of Environmental Protection (DEP) is one of the largest water utilities in the United States, providing retail water service to approximately 8 million people through over 850,000 meters. DEP's Bureau of Customer Services (BCS) seeks to upgrade and maintain its Automated Meter Reading (AMR), also known as Advanced Metering Infrastructure (AMI) systems. This contract aims to replace approximately 670,000 failing Meter Transmission Units (MTUs) by 2027 and ensure ongoing maintenance of the system, which is critical for accurate water usage measurement and revenue collection.

Work Details
Aclara Technologies LLC will provide proprietary hardware and software support services, including:
- Purchase and installation of new MTUs and Data Collection Units (DCUs), including peripheral components such as batteries, antennas, and mounting brackets.
- Maintenance services for existing DCUs, including preventative maintenance, repair, installation, and removal.
- Support for existing Aclara software/firmware including STAR NCC Software versions 7.6.3.46802 and Polaris Version 7.6.300.46802.
- Training for DEP staff on the use of Aclara systems.
- An initial system audit of all DCUs will be conducted by Aclara to ensure functionality and compliance with specifications.

Period of Performance
The contract will be performed over a period extending until November 1, 2027, with ongoing maintenance and support services required throughout this term.

Place of Performance
Work will primarily take place at various locations within New York City, including but not limited to:
- Bureau of Customer Services – Meter Test Facility, Maspeth, NY
- Newtown Creek Resource Recovery Facility, Brooklyn, NY
- Jamaica Resource Recovery Facility, Jamaica, NY.
