Background
The State University of New York (SUNY) Upstate Medical University intends to award a contract to a Minority/Woman-Owned Business Enterprise (M/WBE) vendor for the provision of the LinkedIn Learning Platform. This procurement is authorized under New York State Education Law §355(5)(a), allowing purchases without a formal competitive process in certain circumstances, specifically targeting NYS small businesses and certified businesses under Article 15-A and Article 3 of the NYS Executive Law.

Work Details
The contractor must provide access to the LinkedIn Learning platform, which includes:

- Thousands of courses in various subjects such as Cloud Computing, Data Science, AI, Web and Software Development, Leadership and Management, Project Management, Human Resources, Customer Service, Performance Management, Marketing, and Professional Development.

- Over 10,500 digital courses in English and more than 25,000 across seven native libraries with support for 13 platform interface languages and subtitles in 46 languages.

- Content from industry experts and a variety of learning formats including tutorials for just-in-time learning, comprehensive courses, and in-depth learning paths.

- Customizable learning paths that map courses to subject curriculum and role requirements based on insights from LinkedIn's network.

- Practice tools such as integrated GitHub coding environments, CoderPad code challenges, exercise files, role-play scenarios, and quizzes.

- Industry-validated professional certifications and continuing education units along with on-demand certification preparation content.

- Live instructor-hosted broadcasts several times a week for trending topic discussions with guest speakers.

- Ability to upload proprietary/custom content for unique learning experiences tailored to the institution's needs.

- Browser-based access that is mobile responsive with native mobile apps optimized for micro-learning.

- Learner management dashboard with engagement metrics and skills insights.

Period of Performance
The contract will be executed under SUNY's discretionary authority up to $1.5 million without a specified end date provided in the solicitation.

Services will be performed at SUNY Upstate Medical University located at 750 East Adams Street Syracuse, New York 13210.

Bidder Requirements
Contractor must be certified as a Minority or Woman-Owned Business Enterprise (M/WBE) under Article 15-A of the New York State Executive Law. Additionally, contractors must comply with New York State Finance Law §§139-j & -k regarding permissible contacts during procurement.
