Background
The Township of West Orange, located in Essex County, New Jersey, is issuing a solicitation for the OSPAC & Crystal Lake Improvement Project. The goal of this contract is to enhance the Oskar Schindler Performing Arts Center and the adjoining Crystal Lake recreation area by creating additional amenities to better utilize the park's area.
Work Details
The project will generally consist of site improvements including:

- Installation of 500 tons of hot mix asphalt surface course on Boland Drive between Prospect Avenue and The Pointe at Crystal Lake development
- Reconstruction of the existing asphalt drive involving approximately 360 cubic yards of excavation
- 230 cubic yards of dense graded aggregate base course
- 300 tons of HMA base course
- 150 tons of HMA surface course
- Replacement of approximately 500 square yards of paver walks and patios
- Installation of 330 linear feet of decorative fencing
- Installation of premier stadium seating and ADA accessible seating area for stage view
- Reconstruction of existing retaining walls on site
- Construction of 160 square yards of concrete sidewalk
- Installation of 430 linear feet of concrete curbing
- Traffic striping
- Vegetative clearing and tree removal, along with related work.
Period of Performance
The contract will be performed from January 7, 2026, following the bid opening.

The improvements will take place at the Oskar Schindler Performing Arts Center and Crystal Lake recreation area in West Orange, Essex County, New Jersey.
Bidder Requirements
Bidders must comply with the New Jersey Prevailing Wage Act. They are required to have a Business Registration Certificate issued by the New Jersey Department of Treasury at the time of bid. Bidders must also comply with affirmative action program requirements for equal employment opportunity as per NJSA 10:5-31 et seq. and NJAC 17:27. Additionally, bidders must submit a statement detailing stockholders or partners owning ten percent (10%) or more interest.
