Background
The North Carolina Department of Health and Human Services (DHHS), through the Division of Social Services (DSS)/Economic and Family Services Section (EFS), administers the Temporary Assistance for Needy Families (TANF)/Work First Family Assistance (WF) program. The DSS/EFS Work First team is concerned that the program is not effectively helping families achieve self-sufficiency. This solicitation seeks an experienced contractor with subject matter expertise in TANF/WF modernization to assess the current program and provide a roadmap for modernization, ultimately enhancing customer service delivery.
Work Details
The contractor will conduct a thorough review of the TANF/WF program, focusing on:
1. Assessing how well the program meets the needs of North Carolina citizens.
2. Developing a comprehensive roadmap for modernization, which includes:
- Reviewing existing policies
- Identifying necessary revisions
- Analyzing current resources
- Proposing new strategies
- Creating collaborations with other divisions.
Specific tasks include conducting stakeholder analysis, documenting current business processes ('as-is' workflows), providing recommendations for streamlined processes ('to-be' analysis), and maintaining regular communication with DSS staff through meetings and progress reports.
Period of Performance
The contract will have an initial term of three (3) years starting from the date of final contract execution.
Place of Performance
The services will be performed in North Carolina, specifically involving collaboration with DSS staff across various locations as needed.
