RFP for Purchase and Disposal of Surplus Laptops with Data Erasure Services

Background
Winston-Salem/Forsyth County Schools (WS/FCS) is seeking competitive proposals for the purchase and disposal of surplus technology laptops. The district's mission is to effectively manage retired employee laptops while ensuring data security and compliance with relevant standards. The goal of this contract is to implement a comprehensive solution for the disposal of these assets, including data erasure services.

Work Details
The contractor will provide a full 'turnkey' process for the disposal of surplus laptops, which includes:

- Purchasing 4,217 HP EliteBook 450 laptops (7th and 8th generation) with specifications: Intel i5, 16GB DDR4, 256GB PCIe SSD, Intel Wi-Fi 6, and a 15.6" display. All devices are etched with the WS/FCS logo.

- Purchasing 990 Lenovo L15 Gen2 laptops with specifications: AMD Ryzen 6, 16GB DDR4, 256GB PCIe SSD, and a 15.6" display. All devices are etched with the WS/FCS logo.

- Purchasing 654 HP Elitebook 745 G3 laptops with specifications: AMD Pro A8, 8GB DDR3, 128GB PCIe SSD, Intel Dual Band Wi-Fi, and a 14" display. All devices are etched with the WS/FCS logo.

- Providing total up-front payment prior to or at the time of picking up devices.

- Supplying bulk shipping materials for safe transportation and adequate staff for packaging.

- Arranging direct pickup or shipping services for packed assets to the contractor's facility.

- Performing NIST 800-88 Standard Data Deletion services on hard drives and providing a certificate of data erasure.

- Delivering a complete list of all serial numbers picked up from WS/FCS within four weeks of bid award.

Period of Performance
The contract will be performed over a period starting from the bid award date until all devices are picked up within four weeks.

Place of Performance
The services will be performed at Winston-Salem/Forsyth County Schools facilities located at 475 Corporate Square Drive, Winston-Salem, NC.

Bidder Requirements
Bidders must include in their proposal:

- A scope of work covering all items and tasks expected by WS/FCS.

- Total up-front payment amount on an 'as-is' lot prior to pickup.

- An example certificate of data destruction.

- At least three business references from other districts or organizations comparable in size to this bid. Additionally, contractors must comply with criminal background investigation requirements for individuals working on school property.
