Reveiw of school accountablity system required under ESSA

Background
The State of Maine's Department of Education is seeking to review the school accountability system required under the Every Student Succeeds Act (ESSA).
The National Center for the Improvement of Educational Assessment has been selected due to their extensive experience and unique knowledge of Maine's accountability system. This expertise is critical for ensuring the reliability and accuracy of data used to identify schools needing additional support.

Work Details
The contractor will provide quality assurance checks, modeling suggestions from the accountability team, psychometric analysis, and review of the logic model.
They will also populate the ESEA Data Dashboard with required elements.
This work is essential for validating that the data and methodology used by the Maine Department of Education (DOE) to identify schools for additional supports are reliable and accurate.
The contract includes an amendment to extend the end date to ensure continuity in receiving accurate data that impacts education funding in Maine.

Period of Performance
The original contract start date was January 24, 2022, with an effective date of July 1, 2024.
The previous end date was June 30, 2024, and the new end date is June 30, 2025.

Place of Performance
The services will be performed in Dover, NH.

Bidder Requirements
The vendor is uniquely positioned as they have been involved since the inception of Maine’s accountability system in 2017.
No competitive bidding is anticipated for these services in the future due to their specialized knowledge and experience.
