Background
The State of Maryland, through the State Highway Administration (SHA), is issuing this Invitation for Bids (IFB) for Video Camera Inspection Services. The SHA's mission is to ensure the safety and efficiency of Maryland's transportation system. This contract aims to procure services for video camera inspections of pipes and drainage structures across various counties, specifically Dorchester, Somerset, Wicomico, and Worcester. The goal is to identify issues that need repair to maintain public safety.
Work Details
The contractor will supply labor and equipment necessary to perform video camera inspections of pipes and drainage structures. Specific tasks include:
1. Providing a video inspection camera with monitoring equipment and one operator.
2. Supplying an additional technician as needed.
3. Charging for daily mobilization/demobilization.
4. Covering additional items, rental costs, and material costs as required.
The contractor must provide a thumb drive containing recorded footage of the inspections along with detailed site information such as milepoints and directions. All work must conform to the Maryland Department of Transportation's specifications.
Period of Performance
The contract will have a base period of 24 months with an anticipated Notice to Proceed (NTP) at the end of March 2026.
Place of Performance
The services will be performed at various locations within District 1 Counties: Dorchester, Somerset, Wicomico, and Worcester in Maryland.
Bidder Requirements
This procurement is designated as a Small Business Reserve Procurement, meaning only certified small businesses are eligible for award. Bidders must have a minimum of three years of experience in video pipe inspection and monitoring/recording, be registered with SDAT to conduct business in Maryland, possess valid CDL licenses for operators, and provide their own employees and equipment for project completion.
