Background
The Commonwealth of Massachusetts Department of Transportation (MassDOT), specifically the Rail and Transit Division (MassDOT RTD), seeks proposals from firms to provide maintenance and repair services for transit vehicles, including mid-life overhauls, vehicle repairs, and safety inspections for transit vehicles and some MCI 45 Foot Over-the-Road Buses.
The goal of this contract is to ensure that all vehicles are maintained in a roadworthy state and comply with safety standards.
Work Details
The selected firm will be responsible for providing all labor, equipment, and materials necessary to perform the required services. Key responsibilities include:
- Conducting mid-life overhauls and repairs on transit vehicles.
- Performing safety inspections as mandated by the Massachusetts RMV.
- Using Original Equipment Manufacturer (OEM) parts or equivalent quality parts, with prior approval needed for non-OEM parts.
- Ensuring that all work is performed by qualified personnel with industry certifications.
- Maintaining a Drug & Alcohol Policy that includes pre-employment and random testing for repair personnel.
- Completing repairs within one month of receiving the Notice to Proceed, unless additional time is approved by MassDOT RTD.
- Providing comprehensive vehicle inspections upon completion of repairs.
- Transporting vehicles for maintenance services, including arranging towing for non-drivable vehicles.
- Submitting detailed repair orders that include information such as date of service, vehicle details, fault codes, service hours, materials used, and costs associated with each service.
Period of Performance
The expected duration of this contract is an initial period of 5 years with options for renewal up to a total maximum of 10 years. All repairs must be completed within one month from the Notice to Proceed date.
Place of Performance
Services will be performed at the contractor's facilities capable of providing all aspects of vehicle repair services as specified in the condition assessment provided by MassDOT RTD.
