Background
The Commonwealth of Massachusetts, through its Executive Office of Education (EOE), is seeking to enhance the quality and quantity of early childhood educators by developing a custom software solution. The goal is to create an Educator Portal and Credential Management System that will streamline the credentialing process for early childhood educators, thereby improving access to high-quality education for children.

EOE collaborates with various agencies, including the Department of Early Education and Care (EEC), which oversees a large number of childcare programs across the state.

Work Details
The selected contractor will provide custom software development services to build an Educator Portal that includes a Credential Management System. Key objectives include:
1) Creating a unified interface for applicants and educators;
2) Developing a system to manage credential applications, reviews, and issuances;
3) Associating existing certification data with educator profiles.

The project will replace legacy systems (Teacher Qualification and Professional Quality Registry) and aims for an MVP launch by March 2025, with further iterations planned. The initial scope includes user stories detailed in Attachment B, focusing on enhancing user experience, operational efficiency, and data management. The contractor will also be responsible for ongoing maintenance and support post-launch.

Period of Performance
The contract is expected to commence upon award and continue through at least June 30, 2025, with potential extensions based on project needs. The budget for FY25 is estimated between $1M-$1.5M.

Place of Performance
The work will primarily take place within the Commonwealth's AWS infrastructure, with collaboration expected from various stakeholders across Massachusetts.
