Vehicle Maintenance

Background
The Commonwealth of Kentucky, through the Finance and Administration Cabinet, is issuing this Request for Proposal (RFP) to solicit proposals for vehicle maintenance services. The goal is to ensure operational safety, extend service life, and optimize performance for all vehicles owned or leased by the Commonwealth. This includes light-duty, heavy-duty, and utility vehicles across all 120 counties in Kentucky. The Commonwealth aims to award multiple contracts to ensure adequate coverage and does not guarantee servicing volumes for successful vendors.

Work Details
The vendor will provide regular preventive and routine maintenance services for Commonwealth-owned or leased vehicles. Services include but are not limited to:
- Oil and filter changes
- Tire rotations
- Brake system checks
- Inspections of belts, hoses, filters, wipers
- Tire pressure checks
- Refilling windshield washer fluid

All maintenance must follow OEM recommendations and comply with local/state/national vehicle safety and emissions regulations as well as OSHA/DOT/FMCSA guidelines. Maintenance work should be performed using calibrated tools by trained personnel.

Period of Performance
The initial term of the contract will be for one (1) year from the effective date of the Award of Contract. The contract may be renewed for three (3) additional two (2) year periods upon mutual agreement.

Place of Performance
Services will be performed at various locations within Kentucky where Commonwealth-owned or leased vehicles are located.

Bidder Requirements
Vendors must comply with all applicable statutes, regulations, and policies related to this procurement. They must submit a proposed technical solution and cost solution electronically by the closing date. Vendors must also complete a Kentucky Tax Registration Application and provide proof of registration with the Secretary of State if they are a foreign entity.
