Kentucky Analytics Platform Solution (KAPS)

Background
The Commonwealth of Kentucky, through the Finance and Administration Cabinet, is issuing this Request for Proposal (RFP) on behalf of the Cabinet for Health and Family Services (CHFS).

The goal of this RFP is to solicit proposals for a comprehensive and extensible analytics and research platform solution in a cloud environment. This solution aims to integrate data and provide dashboards, reporting, and analytic tools to support various analyses, program evaluations, and research for emerging policy priorities. CHFS's mission is to protect and promote the health and well-being of all Kentuckians.

Work Details
The Vendor will provide a cloud-hosted, user-friendly, configurable, mobile-friendly, HIPAA-compliant Software as a Service (SaaS) solution known as the Kentucky Analytics Platform Solution (KAPS).

The solution must integrate structured, semi-structured, and unstructured data from various sources including operational datasets from CHFS programs such as SNAP, TANF, KCHIP, KHIE, eKASPER, and SACWIS. Key functionalities include:
- Development of a single longitudinal health record for individuals using a Master Client Index (MCI).
- Support for crossover queries between different databases.
- Monthly refreshes of data marts with minimal downtime.
- Role-based access control for users.
- Integration with existing SQL queries and stored procedures.
- Tools for statistical analysis, predictive analytics, geospatial reporting, dashboards, and ad-hoc reporting capabilities.
- Maintenance of data quality and governance throughout the contract lifecycle.

Period of Performance
The contract will commence upon award with an anticipated schedule that includes proposal submission by March 27, 2025. The exact duration of performance will be defined in the awarded contract.

Place of Performance
The services will be performed in a cloud environment accessible to CHFS personnel across Kentucky.
