Handheld Radio Systems and Related Services

Background
The Chicago Public Schools (CPS) is seeking proposals from qualified vendors for the procurement of new handheld radio systems and ongoing repair and maintenance services for existing equipment. The goal of this project is to enhance communication, safety, and operational efficiency across all CPS campuses. This will take into account the unique architectural and geographic layout of each school building to ensure reliable radio coverage.

Work Details
The selected vendor will provide a complete solution that includes:

1. **Radio Specifications**: Radios must operate on VHF/UHF frequencies suitable for school environments, with a range covering at least 2 city blocks or multiple floors. Minimum requirements include 16 channels, battery life of 10-15 hours, durability with an IP54 rating, and compliance with FCC regulations.

2. **Accessories**: Each radio must come with essential accessories such as antennas, replaceable batteries, belt clips, and chargers. Optional accessories include earpieces and signal repeaters.

3. **Warranties and Support**: All radios and accessories must be under warranty for two years from delivery.

4. **Training**: On-demand training for staff on usage and maintenance of radios is required.

5. **Delivery Timeline**: Radios should be delivered within ten days of receiving a Purchase Order (PO).

6. **Statement of Work (SOW)**: The vendor will conduct site surveys to assess challenges posed by building construction for optimal radio system design, provide district-wide FCC licensing, install necessary infrastructure, configure equipment, and establish a service program for repairs and maintenance.

Period of Performance
The contract will commence on August 1, 2026, and end on July 31, 2029, with options for two successive two-year renewal periods.

Place of Performance
Services will be performed across various CPS campuses located in Chicago.

Bidder Requirements
Respondents must demonstrate experience with similar projects in educational institutions or large public entities within the last five years. They must provide an itemized pricing structure for three tiers of radio systems (Basic Digital Communications, Enhanced Campus-Wide Communications, Advanced Integrated System). Additionally, they must comply with MBE/WBE participation goals (30% MBE and 7% WBE), submit proof of insurance coverage as per requirements, and ensure all proposed equipment is FCC compliant.
