1316828: Unarmed Security - Target Market

Background
The City of Chicago, through its Department of Fleet and Facility Management, is seeking Unarmed Security Officer Services to ensure a safe and lawful environment for various City facilities and events. The services are required to protect the general public, public property, and the private property of the City.

This RFP includes four categories: 1) Chicago Non-Library facilities, 2) Chicago Public Library facilities, 3) Construction Trailers for the Department of Water Management, and 4) Event Security at City Festivals. The City intends to award one contract per category.

Work Details
The contractor will provide unarmed security officer services across various city-owned buildings and events requiring security coverage. Some locations will require 24-hour security staffing.

All officers must be trained and ready for assignment on the contract start date. The proposal must include a detailed plan regarding hiring and training for security officers and supervisors, descriptions of uniforms and equipment, a process for updating post order manuals, and a list of training courses available to security personnel. Additionally, proposals must demonstrate compliance with MBE/WBE participation goals.

Period of Performance
The contract term is set for sixty (60) months.

Place of Performance
Services will be performed at various city-owned buildings in Chicago and during city events.

Bidder Requirements
Respondents must submit an Economic Disclosure Statement (EDS), provide evidence of MBE/WBE certification if applicable, submit financial statements for the last three years, disclose any legal actions in the past five years, provide proof of insurance as specified in Exhibit 5, and attest to having a written sexual harassment policy.
