Energy Savings Performance Contracting for County Facilities

Background
The County of Kaua‘i is seeking proposals for Energy Savings Performance Contracting to enhance the energy efficiency of its facilities. This initiative aligns with the county's commitment to sustainability and responsible resource management, aiming to reduce energy consumption and operational costs across various county facilities.

Work Details
The contractor will be responsible for conducting energy audits, implementing energy-saving measures, and providing ongoing monitoring and maintenance of energy systems. Specific tasks include:
- Identifying and recommending energy conservation measures (ECMs)
- Implementing ECMs that may include upgrades to HVAC systems, lighting retrofits, insulation improvements, and renewable energy installations
- Providing detailed reports on energy savings achieved
- Ensuring compliance with all relevant local, state, and federal regulations regarding energy efficiency.

Period of Performance
The contract will commence upon award and is expected to be completed within a specified timeframe as outlined in the proposal documents. The exact duration will be determined based on the scope of work agreed upon in the final contract.

Bidder Requirements
Offerors must comply with Section 103-55, HRS, which regulates wages and working conditions for contractors. Additionally, bidders are required to register with the Hawai‘i Compliance Express (HCE) to demonstrate compliance with tax, registration, and labor requirements prior to contract award. Proposals must be submitted through the Public Purchase System.
