Internet Content Filtering & Classroom Monitoring

Background
The Georgia Department of Education (GaDOE) is issuing a Request for Information (RFI) to solicit proposals from suppliers capable of providing technology protection measures. This initiative is in response to Senate Bill 351: Protecting Georgia's Children on Social Media Act of 2024, which mandates K-12 schools and local school districts in Georgia to implement technology protection measures to ensure online safety for minors.

The RFI aims to establish compliance standards and identify a nonexclusive list of providers that meet these standards. The responses will be used for informational purposes only, and successful proposals will be shared with district CIOs to support their adoption of the Acceptable Use Policy (AUP).

Work Details
Suppliers are expected to provide technology solutions that include:
1. Capability for content web filtering, blocking proxies, and managing internet access on school-issued devices both on and off campus.
2. Blocking inappropriate content, including explicit materials and social media applications.
3. Features such as website browser filtering, contextual search term monitoring, customizable alerts for staff, student activity monitoring, centralized user management, real-time activity monitoring, and customized reporting.
4. Integration with Identity Providers (IdP) for Single Sign-On (SSO) authentication.
5. Customizable content filtering policies tailored to individual users or groups.
6. Compatibility with various operating systems including Chrome OS, Windows, and MacOS/iOS.
7. Support for multiple filtering policies compliant with CIPA regulations.
8. Reporting systems that allow exporting browsing history and monitoring tools for parents/guardians.

Period of Performance
The RFI is open from April 1, 2025, through June 2, 2025. The implementation of the selected solutions must be completed by the start of the 2025-2026 school year.

Place of Performance
The services will be performed within Georgia K-12 schools and local school districts.

Bidder Requirements
Suppliers must be US-based and satisfy E-Verify requirements. They should provide support using US-based staff fluent in English with knowledge of Georgia’s K-12 technology environment. Suppliers must demonstrate experience with similar projects involving school districts.
