26089-B Thin Lift - Flexgard Overlay System

Background
Fayette County, Georgia is seeking qualified contractors to submit formal sealed bids for the crack sealing and installation of the Flexgard High Performance Thin Overlay System. The goal of this contract is to enhance road safety and infrastructure by applying a high-performance overlay system, following the specifications set forth by the Georgia Department of Transportation (GDOT).

Work Details
The contractor will be responsible for:

1. Crack sealing in accordance with GDOT joint sealing specifications (Section 407).

2. Installation of the Flexgard High Performance Thin Overlay System (HPTO), which consists of a Hot Mixed Asphalt (HMA) or approved Warm Mix Asphalt (WMA) surface course composed of mineral aggregate and polymer modified asphalt binder. The HPTO will be applied at a spread rate of 115 lbs/sy per inch, with no recycled asphalt pavement (RAP) permitted in the mix.

3. Providing traffic control and cleanup after operations, ensuring minimal disruption to public access and safety.

4. Completing all work on specified roads including Hood Road and various streets within Bonaventure Estates Subdivision, with a total estimated quantity for HPTO being 1688 tons.

Period of Performance
Work must commence within thirty (30) days of receiving the Notice to Proceed, anticipated to be issued in early March 2026. All paving must be completed by June 6, 2026, with additional construction tasks finished by June 30, 2026.

Place of Performance
The work will take place in Fayette County, Georgia, specifically on designated roads including Hood Road and within Bonaventure Estates Subdivision.

Bidder Requirements
Bidders must include a bid bond equal to five percent (5%) of the total amount bid from an approved surety. They are also required to provide performance and payment bonds equal to 100% of the contract value prior to execution of the contract. Additionally, bidders must comply with O.C.G.A § 13-10-91 regarding federal work authorization programs.
