Background
Pinellas County Government is committed to progressive public policy and superior public service. The Adult Emergency Financial Assistance Program (AEFAP) aims to provide rapid, one-time financial assistance to eligible adults without minor children who are facing financial emergencies due to events such as eviction, foreclosure, or loss of income.
The program is designed to help stabilize households in crisis and is not intended for long-term poverty alleviation.
Work Details
The contractor will provide the following services under the AEFAP:
- Financial aid for past due rent to avoid eviction.
- Emergency mortgage assistance to reduce foreclosure risk.
- Utility assistance to prevent unhealthy living conditions or eviction.
- Emergency transportation assistance for work or medical appointments.
- One-time rent and/or deposits referred from partner agencies.
- Travelers Aid.
The contractor must manage a high volume of calls and provide compassionate service, ensuring that community members receive guidance during financial instability. The program anticipates handling approximately 19,192 calls annually, with an average talk time of 15 minutes per call.
Period of Performance
The contract will be effective for a period of five (5) years from the date of award.

Services will be performed in Pinellas County, Florida.
Bidder Requirements
Contractors must comply with all local, state, and federal laws applicable to this solicitation. They must also register with the Florida Division of Corporations and use the E-verify system in accordance with Florida Statute 448.095.
