RFP for Virtual Reality Hardware/Software

Background
The Colorado Department of Corrections (CDOC) is issuing this Request for Proposal (RFP) for Virtual Reality Equipment and Software to enhance training outcomes for its staff.
The goal is to implement fully immersive, multi-participant VR technology designed specifically to support the training of Division of Adult Parole (DAP) staff in de-escalation techniques, thereby decreasing the number of use-of-force incidents.

Work Details
The awarded contractor will provide high-quality VR hardware and software, including:
1. VR Headsets with a minimum resolution of 2200 x 2200 pixels per eye.
2. Controllers and sensors for motion tracking with high precision.
3. Compatible computing hardware to support VR applications.
4. VR software applications relevant to training and simulations, including community-based scenarios for law enforcement training.
5. All supporting accessories for mobile use such as travel cases, docks/stands, connections, cables, adapters, chargers, batteries, covers, power strips, etc.
6. Initial supply of cleaning and maintenance products as per manufacturer specifications.
7. An integration plan for compatibility with existing systems and platforms including Google Suite.
8. Delivery to Colorado Springs Parole Office and installation of the VR equipment.
9. A minimum of one in-person training session for designated personnel on setup, operations, and maintenance of the VR technology.

Period of Performance
The initial term of the contract is anticipated to be one year with options to extend for up to four additional one-year periods at the discretion of CDOC.
The total duration shall not exceed five years.

Place of Performance
The services will be performed at the Colorado Springs Parole Office.

Bidder Requirements
Offerors must submit a Federal Employer Identification Number (FEIN) prior to award.
They must comply with all applicable provisions regarding accessibility standards and insurance requirements as specified in the solicitation.
Offerors are also required to undergo a CDOC criminal background check for personnel accessing CDOC facilities.
