Background
The Stanislaus Council of Governments (StanCOG) is a California joint powers agency responsible for regional transportation and housing planning. It serves as the Local Transportation Authority, Area-wide Planning Organization, Metropolitan Planning Organization (MPO), Regional Transportation Planning Agency (RTPA), Congestion Management Agency (CMA), and Abandoned Vehicle Authority.
StanCOG's mission includes preparing countywide transportation plans, programming federal and state transportation funding, and administering local sales tax for transportation improvements. The agency seeks to engage a consultant with expertise in federal advocacy to assist in pursuing its legislative priorities.
Work Details
The consultant will provide federal advocacy services including:
- Monitoring legislation and congressional events that impact StanCOG;
- Tracking bills and resolutions;
- Advocating for StanCOG's interests before Congress and federal agencies;
- Coordinating legislative efforts;
- Establishing a presence in Washington D.C.;
- Supporting appropriations requests;
- Coordinating delegation trips to Washington;
- Preparing monthly updates on relevant legislation;
- Presenting to the Policy Board as needed.
Specific tasks include maintaining communication with congressional members, drafting proposed legislation, and ensuring alignment with other associations.
Period of Performance
The contract has an initial term of 3 years with two 1-year options to renew.
Place of Performance
Services will primarily be performed in Washington D.C., with additional coordination required at StanCOG's office located at 1111 I Street, Suite 308, Modesto, CA 95354.
Bidder Requirements
Consultants must demonstrate experience in federal advocacy/lobbying, particularly for municipal agencies or similar organizations. Proposals must include a cover letter, firm history, project understanding, team qualifications, project examples, references from government clients, and a separate cost proposal. Consultants must comply with all applicable laws regarding conflicts of interest and lobbying restrictions.
