Background
The City of Beaumont is seeking proposals from qualified firms and individuals to provide Engineering Design Services for the Brookside Street Improvements project. This project is part of a master drainage initiative led by the Riverside County Flood Control and Water Conservation District (RCFC&WCD). The goal is to improve drainage conditions along Brookside Avenue, which currently serves as a flood channel during rainstorms, leading to road closures. The improvements will include constructing a channel along the south side of Brookside Avenue to enhance accessibility and functionality.
Work Details
The Engineering Design Services will include:
1) Project Management: Coordination with stakeholders, project scheduling, quality assurance, and progress meetings.
2) Coordination with RCFC&WCD: Collaborating on design elements that tie into existing projects.
3) Data Gathering and Analysis: Reviewing previous planning efforts, conducting field investigations, and compiling base mapping.
4) Investigations: Conducting surveys, right-of-way analysis, utility research, geotechnical investigations, and hydrological/hydraulic analysis.
5) Environmental Document and Regulatory Compliance: Preparing necessary CEQA documentation and regulatory permits.
6) Final Design and Contract Documents: Developing detailed construction plans for a concrete trapezoidal channel, street improvements including ADA compliance features, utility relocation plans, and specifications for bidding.
Period of Performance
The initial contract period is three years with two optional one-year extensions subject to City Council approval.

The work will be performed in Beaumont, California along Brookside Avenue between Cherry Avenue and Orchard Heights Avenue.
Bidder Requirements
Bidders must maintain an active City of Beaumont Business License and have professional liability insurance including general liability of at least $1 million per occurrence. They must also comply with prevailing wage laws and provide proof of payment of wages under applicable state and federal laws.
