County of San Mateo Vision Request for Proposal

Background
The County of San Mateo, located on the San Francisco Peninsula, is responsible for the health and welfare of its residents. The Benefits Division within the Human Resources Department oversees employee and retiree benefit programs, including comprehensive health and welfare programs designed to support the County’s workforce and retirees.

This Vision Services Request for Proposal (RFP) aims to solicit competitive proposals from qualified vendors to provide comprehensive vision coverage for active employees and retirees, ensuring access to robust provider networks and high-quality customer service.

Work Details
The selected vendor will be expected to administer vision coverage for both active and retired members, provide a broad and accessible provider network, deliver responsive customer service, and offer strong account management and administrative support.

The current vision program includes a self-insured plan for employees with 4,051 enrollees in the core plan and 1,695 in a buy-up plan. Additionally, there is a fully-insured plan for retirees with 1,100 enrollees. The RFP applies to both employee and retiree plans.

Period of Performance
The agreement shall have a term of five (5) years with an option for the County to extend the term for an additional period not to exceed two years.

Place of Performance
The services will be performed in San Mateo County, California.

Bidder Requirements
Proposers must comply with the Procurement Preference for Local Businesses Ordinance. They must also meet minimum qualifications outlined in the RFP Workbook. Additionally, bidders must be registered with the County's eProcurement system prior to submission.
