Southern Contracting Wins $22 Million Airfield Drainage Repair Contract at Dobbins Air Reserve Base

Southern Contracting LLC of Biloxi, Mississippi, has won a $22 million firm-fixed-price Air Force contract to repair stormwater drainage at Dobbins Air Reserve Base in Georgia. The Phase II project focuses on airfield drainage east of Taxiway J, including work on slopes, channels and underground pipes. The contract was set aside for small businesses, and work is expected to be completed by Nov. 18, 2027.

Repair Airfield Stormwater Drainage Phase II Details

Southern Contracting will address drainage deficiencies in three airfield basins. Under the project specifications, the company will regrade failed or previously disturbed slopes, apply sod to stabilize them, and clean existing flumes, pipes and swales to restore drainage patterns. It will also install concrete flumes at locations across the airfield to reduce erosion and standing water.

The work includes adding access manholes to the storm-pipe network and cleaning, lining or replacing existing pipe where the specified repair method is feasible. The solicitation divides the principal construction work among areas north of the runway on both sides of a taxiway, an area south of the runway, and a jack-and-bore installation. The specifications also call for tree removal south of the runway; work in state-water buffer and jurisdictional wetland areas must await the required permits.

Southern Contracting must video-inspect the piping covered by its work and repair deficiencies found in work it performed. The specifications estimate 5,303 linear feet of pipe for inspection and direct the contractor to account for 5,800 feet to accommodate field overruns. As-built drawings are among the required closeout deliverables.

Award and Contractor Background

The 94th Contracting Flight at Dobbins conducted the competitive acquisition and received four offers. The solicitation was issued July 10, 2026. The Air Force is obligating the full contract amount at award for facility sustainment, restoration and modernization.

Southern Contracting has also undertaken other federal infrastructure work involving drainage. A U.S. Army floodwall contract in Caruthersville, Missouri, with a potential value of $25.1 million and a scheduled performance end in December 2027, includes replacement of storm drainage utilities alongside construction of approximately 3,000 linear feet of concrete floodwall. That project concerns flood protection rather than the airfield drainage repairs at Dobbins.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under FA670326C0007 after the contract is formally disclosed by the government.
