RAMSYS Wins $20 Million Order to Expand Rolling Airframe Missile (RAM) Supplier Capacity

RAM-System GmbH (RAMSYS) of Ottobrunn, Germany, has received a $20.1 million firm-fixed-price delivery order from Naval Sea Systems Command to expand Rolling Airframe Missile (RAM) supplier capacity and procure seeker-head test equipment. The U.S.–German cooperative program supports ship defense against incoming missiles and other threats. Work will take place in Überlingen, Germany, and Tucson, Arizona, and is expected to be completed by January 2030.

Rolling Airframe Missile Supplier Capacity Details

RAMSYS will carry out a supplier-capacity expansion and procure equipment for testing RAM seeker heads. The award notice identifies those two elements of work but does not attribute either one to a particular production facility or state a capacity target for the order.

About 80% of the work will be performed in Überlingen and 20% in Tucson. The order was placed under RAMSYS’s Rolling Airframe Missile basic ordering agreement, which also covers other missile-system development, production-support and testing work.

Rolling Airframe Missile Program Background

RAM is a cooperative U.S.–German ship-defense program. According to the Navy’s RAM fact file, the missile uses radio-frequency and infrared guidance to engage anti-ship cruise missiles and other air and surface threats. It is deployed through the MK49 launcher and SeaRAM system; the Navy describes Block II as being in full-rate production.

The supplier-capacity work comes as the Navy seeks to increase RAM output. Its 2026 budget highlights proposed $30 million for special tooling and equipment aimed at reaching production capacity of 200 missiles per year by 2028. That proposal provides context for the new order, but the award notice does not say how much capacity this order will add.

Award and Contractor Background

The delivery order was not competed because it was placed under an international-agreement exception. U.S. Navy and German cooperative funds will support the award. RAMSYS’s basic ordering agreement began in February 2024 and runs through September 2028.

Other work under that agreement includes an $18.1 million order to develop a common electronic support measurement system for RAM and an $8.4 million order for launcher spares for Germany’s F126 frigates. RAMSYS also received a separate $5 million capacity-increase order with a performance end date in March 2024.
