New South Associates Awarded $10 Million Army Corps Cultural Resources Contract

The U.S. Army Corps of Engineers announced it has awarded a contract for cultural resources services to New South Associates worth up to $10 million over five years. The firm-fixed-price, indefinite-delivery/indefinite-quantity contract covers work within and outside the continental United States and was competed as a women-owned small business set-aside.

Cultural Resources Inspection Services Details

The Mobile District received six bids for contract W91278-26-D-A075. Additional acquisition information is available through the solicitation, the issued solicitation document and the IDIQ performance work statement.

New South Associates will provide multidisciplinary services supporting the Mobile District’s civil works and military missions and its work for other customers. The scope includes terrestrial and marine archaeological investigations, architectural history and historic-building documentation, museum and curation support, historic studies, and geographic information system and global positioning system services.

The contractor may also prepare Historic Property Management Plans and Integrated Cultural Resources Management Plans under the National Historic Preservation Act, along with inventories and documentation associated with the Native American Graves Protection and Repatriation Act and the Archaeological Resources Protection Act. The resulting technical information will support Corps decisions on projects involving historic properties, archaeological sites, and other cultural resources.

Services will be assigned through individual task orders, with each order establishing its scope, location, schedule, and funding. The vehicle is intended to give the Mobile District a streamlined means of obtaining cultural resources support for programs such as civil works, military construction, environmental infrastructure, operations and maintenance, planning and environmental work, regulatory activities, and emergency operations. The award notice lists an estimated completion date of Aug. 13, 2031.

The solicitation’s seed-project performance work statement calls for surveys supporting timber harvesting on six Corps-owned tracts and wildlife management areas in Alabama and Mississippi. That work includes a Phase I survey of approximately 1,182 acres and Phase II testing and National Register of Historic Places eligibility assessments for two previously recorded archaeological sites. Several tracts have not previously been surveyed, while older investigations at other locations require reassessment under current state standards.

New South Associates’ Mobile District Work

Stone Mountain, Georgia-based New South Associates has previously performed cultural resources work for the Mobile District under another IDIQ, including a terrestrial survey at Tyndall Air Force Base, an Eglin Air Force Base marine survey, and archaeological marine surveying and diving at Mobile Harbor.

Other prior assignments include cultural resources investigations associated with Tennessee-Tombigbee Waterway timber areas and surveys at Bay Springs Lake and West Point Project. The available award information does not identify the new contract as a direct follow-on to a specific predecessor vehicle.
