New Enterprise Stone & Lime Co. Inc. of New Enterprise, Pennsylvania, has won a $9 million Army contract to supply quarry materials for road construction projects at Letterkenny Army Depot in Chambersburg, Pennsylvania. The firm-fixed-price, indefinite-delivery contract covers materials including asphalt, concrete and stone. The Army will determine work locations and quantities through individual orders, with an estimated completion date of Oct. 20, 2031.
Quarry Material Contract Details
New Enterprise will deliver materials as the depot places orders over five years. The largest estimated requirements in the solicitation document are 40,000 tons of asphalt binder and 20,000 tons of asphalt wearing-course material. The estimates also include 250 tons of cold-patch asphalt and 5,000 gallons of liquid asphalt.
The supply schedule covers concrete mixes for different construction needs, including an estimated 2,500 cubic yards of standard 3,500-psi concrete, smaller deliveries of the same mix, concrete with winter accelerators and rapid-set concrete. New Enterprise will also furnish specified grades of crushed stone, riprap, limestone antiskid material and masonry sand. Those quantities are five-year estimates rather than a single delivery commitment.
Under the quarry-material solicitation, deliveries generally go to Letterkenny Army Depot, with each order setting the delivery schedule and exact location within the installation.
Award and Contractor Background
The Army received eight bids for the award. New Enterprise previously held a roughly $2.38 million quarry-materials contract for Letterkenny covering August 2021 through August 2026. Orders under that contract included a $736,325 asphalt-binder order with a May 2024 performance end date and a $177,262 materials order for a Letterkenny Munitions Center paving project with a September 2026 performance end date. The new award continues the depot’s procurement of the same broad categories of road-building materials from New Enterprise.
