Kokolakis Wins $25 Million Fort Hamilton Child Development Center Contract

Kokolakis Contracting of New York has won a $24.6 million firm-fixed-price contract from the U.S. Army Corps of Engineers’ New York District to build a new Child Development Center at Fort Hamilton in Brooklyn. The project includes a 16,632-square-foot building, nearly the same area of outdoor play space and supporting site improvements. The center is designed to serve children from six weeks through age five. Work is expected to be completed by Sept. 8, 2028.

Fort Hamilton Child Development Center Details

Kokolakis will construct activity rooms for infants, toddlers and preschool-age children, along with an active playroom, kitchen, laundry, nursing room and staff spaces. The project drawings also show an isolation area, training room and storage for strollers and supplies. Outside, the company will build 16,667 square feet of play areas with age-appropriate equipment, protective surfacing and fencing.

The solicitation calls for Kokolakis to install fire protection and alarm systems, intrusion detection, video monitoring and intercoms, as well as building information systems and a connection to energy-monitoring controls. Supporting work includes utility connections, parking, pedestrian routes, lighting, landscaping and storm drainage using low-impact development measures.

Under the construction specifications, the building and playground work spans structural, mechanical, electrical, telecommunications and civil construction. The project uses a LEED v4 Silver certification standard and includes accessibility features and Department of Defense building-protection requirements. The specifications call for the completed facility to be ready for use within 730 days of the notice to proceed.

Award and Contractor Background

The Army plans the new center as a replacement for Fort Hamilton’s existing childcare facility, rather than a renovation of it. An Army project document says the existing building accommodates about 76 children and has uneven floors caused by shifting foundations, an aging heating and air-conditioning system, and accessibility and security shortcomings. The replacement is planned for 126 children, an increase of 50 places. The Army completed a final environmental assessment for the project in July 2025.

The Corps received six bids for the unrestricted competition. Kokolakis has also performed building work for the New York District under a Cullum Hall renovation contract with a potential value of $52.3 million and a scheduled performance end in July 2026. That project includes building and utility renovations, roof replacement, masonry restoration, and security and communications system installations.
