The Defense Health Agency (DHA) announced it has awarded the 5-year $40.3 million TRICARE Quality Monitoring Contract (TQMC) to Deloitte Consulting. The contract replaces the prior TQMC contract and prior iterations held by KEPRO (now part of Acentra Health) since at least 2010.  The award notice is available here: HT940224D0003.

Per the original solicitation, the purpose of the TQMC is to assist DHA Health Care Administration Directorates for Medical Affairs, Health Care Operations, and the TRICARE Health Plan in assessing and improving the safety and quality of care delivered under the TRICARE benefit across the direct and private sector care systems. The contract aims to assist DHA in decreasing unwarranted variation in the quality of medical care, implementing proven clinical and healthcare business practices, and creating an environment for learning and continuous improvement across the Military Health System (MHS). Additionally, the contract will support DHA with the management of clinical quality measurement to validate the quality of care. 

TRICARE quality monitoring will be executed through various tasks supporting direct care and private-sector care systems. These tasks include:

  • External third-party data collection, analysis, and reporting of clinical quality measures compared with national healthcare benchmarks
  • Reviewing, evaluating, and reporting on published clinical care studies and evolving practices to identify superior quality healthcare services; and
  • Conducting comprehensive medical peer reviews to ensure medically-appropriate healthcare is provided in accordance with regulations.

The contract will expand Deloitte's existing presence with the DHA, which exceeded $80 million in Fiscal Year 2023.

The base period of performance begins on May 1, 2024, through September 30, 2024, with five one-year option periods extending through September 30, 2029.  Additional contract details will be available on HigherGov within 30 to 90 days once the contract is formally disclosed by the government.
