Clark Construction Wins $113 Million Basic Military Training Dining and Classroom Facility Contract at Lackland

Clark Construction Group LLC of Bethesda, Maryland, has won a $112.8 million firm-fixed-price contract from the U.S. Army Corps of Engineers to build Basic Military Training Dining and Classroom Facility 4 at Joint Base San Antonio-Lackland, Texas. The multistory building will provide a kitchen, dining areas and classrooms for residents of two Airmen Training Complexes. The contract covers the building and work needed to make it operational, including site improvements and utility and communications connections. Completion is estimated for May 5, 2029.

Basic Military Training Dining and Classroom Facility 4 Details

Under the design-bid-build solicitation, Clark will construct the facility with a drilled-pier foundation, concrete floor slabs, a structural-steel frame, masonry walls, a standing-seam metal roof and an elevator. The kitchen and dining areas will serve trainees housed in two Airmen Training Complexes, while multiple classrooms will provide space for instruction.

Clark’s work also includes site preparation, pavements, utilities and communications infrastructure, along with environmental remediation that may include asbestos removal. The solicitation calls for a complete, usable permanent facility built to Department of Defense building criteria.

A solicitation amendment further identifies an emergency-power connection to the new building and specifies where its fiber and copper communications lines will terminate. The project specifications also cover food-service equipment, fixed classroom seating, fire protection and building systems.

Basic Military Training Facilities Background

The facility is part of a broader effort to modernize the infrastructure supporting Basic Military Training at Lackland. An Air Force Civil Engineer Center account described West Campus construction as an investment in recruit dormitories and classroom and dining space. The Air Force’s FY2025 military-construction budget request listed Facility 4 as a 9,898-square-meter project with a $124 million planning estimate.

Award and Contractor Background

The Corps solicited bids online and received two. Clark has another major Lackland construction contract: a $244.5 million Airmen Training Complex 8 project involving a multistory recruit dormitory and related West Campus work, with potential performance through July 2028. The two projects address different parts of the training campus: the earlier contract provides recruit housing, while the new award provides dining and classroom space.
